1991 s13 electrical problems
 

sometimes while driving ill hear a rhythmic ticking about once every 5 seconds. This is most noticeable when driving at night with the lights on because all the lights dim each time there's the clicking sound. I've also noticed that when the clicking sound is happening i can no longer use my power windows. the clicking sound sounds like its coming from the left of the steering wheel behind the dash. I assume its a problem with a relay just based off of the sound but i'm not sure why it would be drawing enough power to dim the lights. do you guys know what this could be or how i can go about finding the problem? thanks.

Id be looking towards that dimmer circuit too. Theres a really behind the gauges that clicks with the blinkers too.
