S13 brake issue please help
 

Hey guys, so I’m running into a issue where my pedal will not return back up, I do have brake pressure but when I start the car and give it gas the pedal sucks itself to the floor and won’t return unless I pull up on it. I have checked the one way valve and it is functional as well as I just changed the master and did a full brake bleed and yet it still does not work, could I be looking at a bad booster ?
