Help! Headlight only goes down

1989 240sx fastback

I switched the headlight motors and when I turn on the switch the headlights only go down.

I have checked all the relays and they are working.
Headlight motors replaced.

Honestly I’m stumped.

Check the relay, after that search the site for similar posts
