Re-vin/title car in PA
 

So this guy is selling a car that had different doors put on (different vins), no dash, and the firewall was cut out for an LS project. He also doesn't have a title, since it was going to be a track car. I took the VIN off the chassis and did a background check on it and it isn't red flagged for being stolen or anything like that. I know it is possible, but my question is, how do I go about getting it re-vin'd and titled? I can pay the costs, but I just need to know "how" Thanks guys.

What's year is car? My Kouki was stolen back from n 2011. Reported it needless to say North west regional cops are lazy. Long story, car came out of Ohio...
