How much should I offer for this 240?

I was thinking of starting at $1500 but I don't want to offend the seller. It seems pretty much stock other than the seat and coils. Im 16 and looking for my first car and I really want a 240. I know 240's probably aren't the BEST first car because ill probably need to fix it every other week but I do know how to work on cars and my uncle is a mechanic.

$3600, that crown royal shift boot is SUPER rare.

yeah, I heard those things are hard to come by. Super high quality too. I think it would be $3600 for that boot alone.
