RB25 S13 wont turn over
 

So to start off I'm electrically retarded so bear with me... anyways I recently found that both the left and right side wheel well harnesses have been rubbed down to where they are showing wire (previous owner did swap and all work and didn't tuck these in the process) So I go to start the car and it just pops the green 30amp fuse in the passenger side fuse box. I recently put a wiring specialties harness in and it ran but I found out my power steering line is somehow getting current (it gets hot as *** and arcs off my oil line for the turbo) So any electrical gurus please help lol. Im gonna rewire the worn down stuff and tuck it with aircraft wire.
