Buy a fiberglass repair kit from Advanced Auto Parts, then read the directions on the back.

yes fibreglassing your bumper isnt too hard. it depends how much hardener you apply to the fibreglass resin.
goto your local automotive shop and pick up a complete fibreglass kit.

Its easy. Fiberglass it then some bondo and countless hours of sanding, prep it good then its on to the painting which is the only part that is a bit more difficult.

remove all "burrs" from the damaged area...grind down the surface at least 5 inches in all directions of the damaged area (30 Grit on a Right Angle Grinder)...on the damaged edges...you should chamfer the edges(Rough File)...this gives a rougher surface are for the resin mixture to adhere to...fit the pieces together...if the bumper is completely severed...as in like the bumper is in two pieces...i use wood dowels and hot glue hold the bumper together...glue the dowels to the front...start to lay some woven mat on the back side of the bumper...2-3 layers will do...use small (3x3 inch pieces)...and over lap by 30%...go at least 4 inches past the damaged area...and then after the resin is fully cured...remove the wood dowels that you have hot glued to the front...and lay 1-2 layers of chopped mat...once cured...shape the repaired area with a right angle grinder...apply as little body filler as necessary...shape it sand it smooth it...primer...and paint...and your done!
I've repaired to many damn bumper...Trust me on this if you need any more help let me know.
