I'm yet looking at another set of wheels and here are the specs

front wheel: 17x8 +12mm 4x114.3
rear wheel: 17x9 +24mm 4x114.3
front tire: 235/45/17
rear tire: 245/45/17

will this fit s13 without problem? how about coilover and Z brake?

z brake depends on wheel, not offset.

dont go 235/45 and 245/40
go 235/40 245/40
45 is so tall and you may run into rubbing issues.

well u can probably run 45 just more camber and roll ur fenders and it shold be fine
