i did a search and someone recommend that you unplug all the lights and plug them in one by one to see which one is shorting. Now that method dosen't work cause the voltage is not sending more power to the other causing them to blow anyway.
Does anyone else have any suggestions?

The voltage does not increase at all. Only amperage, and only if the draw is more than the circuit can handle will it blow a fuse. If it's only the brake lights and nothing else it's either a bulb, a damaged socket, or the switch itself at the pedal.
If your parking lights are blowing the fuse, it could be the TCU (S13), SECU (S14), any one of the switches or cluster lamps, the radio, etc.etc.
