I have nissan japan silvia lights, on an s15 conversion. I found the *vertical* alignment knobs but cannot find any *horizontal* adjustments.

The left jamp, points well straight forward. The "peak" of the right lamp is skewed left, actually overlapping the peak of the left lamp.

Does this have something to do with 'driving on the other side of the road' in japan? Is it meant to be this way?

It's not a 'body work' issue, because when I unbolt the headlight, the inner corner of the light must be pulled out about 2 inches to place the "peak" directly in front of the lamp. (basically now the front edge of the light is about 30 degrees off from the front of the car and this is obviously not the solution).

any thoughts?

I just converted my front end a week ago and some headlight issues, but as far as i know there is no left to right adjustments. Assuming that the front end of your car is not damaged, the lights should bolt up correctly and therefore be aimed left to right correctly. I too was searching for a 3rd screw that would adjust the left and right angle, but never found it. I was lucky that mine were aimed correctly all i had to do was adjust up and down.

Back when I had s15 headlights, I opened them up to put in some left hand drive HID projectors. I can confirm that there is no left-right adjustment. The top and bottom adjustment screws are both related to the same pivot point and only adjust the beam up and down.
