hug the wheel with your arms wrapped around it
wiggle and jiggle it
pull hard
that doesnt work, then go to autozone/kragen/pepboys and rent a harmonic balancer and buy your own bolts + washers to attach to the harmonic balancer. the bolts that come with them are too big to thread into the hub. use that unless u can find the claw one.
momo hubs are easy to come off usually, its the hkb ones that are a pain.

Really depends how tight you torque it on how hard it will be to get off, but I usually just unloosen the center nut but not all the way to aviod hitting myself in the face whe it comes off, and bolt the steering wheel back onto the hub and pull at 11 O'clock and 5 Oclock and work it back and forth until it pops off.

work out then yank it off!!! or bolt the steering wheel on but not the big nut that holds the hub on and yank away. seriously its not that hard...

did you take it off w/an impact? long story short, if you took off that 19mm nut with an impact, the wheel is not coming off by hand. try hitting that bolt with an impact real quick, should come right off.
