New Law In Socal?

so iv heard from a few ppl out here in the SO CAL area that there is a new law, if the cops find any aftermarket parts on your car from intake to exaust that it will get inpounded and smashed, i dont see how this is true but jsut wanted to make sure, has anyone heard of a new law like this ?

from what ive heard.. they only take your car and smash it if you are caught street racing.. but there has to be a flagger.. if lets say u just see some guy at a intersection and you use the street light, then they cant.. i dunno thats what ive heard..
