Okay, I plumbed in the manual boost controller. I have a line running from the wastegate to the MBC, and a line from the MBC to a nipple on the hotpipe. However, cranking the MBC full + or - has no effect. In 1st -3rd gear, boost still holds at 8 psi. In 4th and 5th, it seems to be unregulated (won't stop climbing; I accidentally spiked it to 20psi on the first try before I realized and let off). Car runs smoothly otherwise. Is this thing hooked up wrong, or is the unit faulty?
Previously, the line coming off the wastegate was T'd into the MBC and the line form the BOV to the IACV above the throttle body. The car ran 8pis in all gears. I was told this was a temporary setup until I wanted to actually use the MBC, at which time I should set it up as I currently have it.

could be a number of things if it's an sr/ca is your factory boost controller solenoid crap still hooked up?

It's an SR...not sure about the factory boost solenoid...it has been running stock boost and I didn't disconnect anything, I assumed the MBC was simply a bleeder valve meant to be used with the oem solenoid...
Oh, clarification: Due to my unscientific testing methods, you can ignore the gear-related issue. It is not dependent on gear. I was fiddling some more with the MBC, and it turns out that it holds 8 psi, until you turn it to some point where all of a sudden the boost is unregulated (maxes out). I'm guessing then, that this is an MBC issue. Are my vacuum lines properly routed?

Okay, I took apart the console and I have identified the MBC. It is a Norgren pressure relief valve model V07. According to the Norgren website (http://www.jhf.com/Catalog04/0648.pdf) , this model is the "1 - 10 psig" model. Pics:

It seems like a failry straightforward setup. So I figure it must be one of three things:
1. Vacuum hoses improperly routed (no answer on this yet)
2. MBC malfunctioning
3. It appears the MBC cannot adjust beyond 10 psi; or is that 10 psi of adjustment from the base setting?
I'm a bit confused here.
10psi from stock wastegate psi.
there should be another hoes going from the source of the vaccum and one line going to the wastegate.

It sounds like everything is set up properly, unless there is some sort of interferrence from the stock solenoid (I always remove them so I have no experience with them). Can you set the MBC to hold less than 8psi? I think maybe you ar just at the limits of the MBC. In-general MBC's are not very accurate and I don't think the manufacturer could make one that works specifically from 0-10psi.

MBC will not adjust to anything other than 8 psi (most of the adjustment range) to the sudden uncontrollable/spiking.
If you look at that manufcaturer's site, they have a several different pressure valves for various levels of pressure, so I'm not sure what to make of it.

Any other thoughts?
