scratch that. the song is aphex's (and the figures sometimes look like Richard D James).
The video is done by Chris Cunningham (who did 2 other Aphex vids - Come to Daddy and Windowlicker.)

WTF, this music is horrible! Sounds like when my old Nintendo would act all crazy.
