What coilovers will allow the rear lower mount cap to be switched from that of an s13 to one useable with the rear uprights of a z32?

Any coilover with adjustable lower perches. There's literally dozens, but you need to make sure you can buy them separately after the fact. I'll tell you that Tein won't do it, period.

KTS coilovers from SPL Parts ahve them as well. Kuah will actually let you order them that way for no extra charge.
