hissing FPR

I just installed a few things. one of which was a nismo fuel pressure reg. the round part at the top with the vacum nipple spins on the lower part. It is leaking air inbetween the two peices. My stock fpr doesnt spin. Any one else have this fpr? Does the top spin?
