Is this the rail or the bracket to make bottom mount rails into sidemount rails?

how does a bracket work on an 89 and a 98 i thought the seat mounts where totally difrent, and does this bolt onto the exsisting rail or what, and yea is it bottom or sidemount, very interested

sorry it is bottom mount and the brackets are all the same thats why s13 guys buy s14 seats..
