tuning issues

i have a s13 blacktop in a s14 that was installed and dyno tuned by a shop here in SC. Here is a list of everything ive done

greddy vspl fmic
greddy downpipe
apexi gt exhaust
apexi safc II
apexi AVCR
Q45 MAFS
HKS Filter
HKS SSQ BOV
HKS Type 1 turbo timer
nismo motor mounts
nismo tranny mount
Test Pipe (240sx Motoring)
ACT Street Strip Clutch
Autometer Boost and Oil Pressure Gauge

I dynoed at like 223 rwhp and 220 tq. All the websites ive been reading are say i should be between 230hp-250hp. Is this accurate or just speculation? I just want to know if my tuner knows as much as he should or if i need to get my car tuned somewhere else.

Your engine is not new.. soo sometime your HP is not up to the task. You could ask elsewhere but all dyno are different ... and the power output is not the same. You can have higher result or lower..
