s14 jdm headlights adjustments?

Any one have any tips for adjusting jdm s14 headlights left to right? I have the up and down fine but the bolts for left to right dont seem to do anything.

jdm headlights have incorrect beam pattern for us roads, hence adjusting them left to right will still do nothing really.
