Ecu question

I did a search on this, but didn't really find anything. I was wondering, if i'm trying to get codes from my sr ecu, but the bulb won't flash. It just stays on. Even when I turn the screwdriver, to get into diagnostics, it won't flash at all. :wtf:

start car, let it run, turn car off, turn ignition to spot before the car turns over, go to ecu, turn clockwise wait 10 seconds, turn counterclockwise, led should blink.
