So im installing some tein rear upper pillow ball mounts onto some agx's. they came with one insert that goes inside the pillow ball and two spacers, one short and one tall. Where do the spacers go, or what do they replace?

I guess ill leave this a referance for anyone else who searches for this. After installing the rears today the order to put everything on is (from the bottom up), shock > spring > dust boot > tein supplied washer > small spacer > stock upper rubber spirng seat > pillow ball mount > pillowball insert > tall spacer > piston nut.
Anyways after getting everything assembled i took it for a test drive and the rears make a swishing noise on rebound, is that normal? (strut set at 4/8 with rsr race springs) The fronts are silent (2/4)

Yes, the wheezy swishing sound is normal for the rear AGXs. Nothing to worry about.
