What you really need to do is buff the living f out of them. A drill with the proper extension or a dremel with the extentsion will do nice. The extension you need will be a cloth tool. Im doing a shitty job explaining this but Iam sure someone will either come on here and yell at you to search or do a better job at it then me. You can also just buy the glass Euro versions which is what I would do if I had an s14

here i am.
do a search noob. but not on zilvia. go to nico and search for a post by a girl named 'stickgoat' regarding yellow headlights.
basically she sanded off the top layer, then she treated, polished and waxed. i did the same and my lights are pretty clean. they only look yellow when its starting to get dark. i think theres yellow on the inside too, so i'll have to get around cleaning the interior eventually.

basically if you havent searched yet all you really need to do is wetsand your headlight with some 2000 grit sandpaper and then after a while just let it dry and polish it up or spray some clear coat on them.

I wetsanded with 600-2000 grit sandpaper, used 3m rubbing compound, polished, then sprayed with clearcoat. that was like three months ago and my headlights are still clear.

Go to Holts on-line and buy there plastic polish it is the best thing I have used so far with it my headlights look new. you just have to polish them a few times to get to that point.
i think any proper plastic and or aluminum polish will do the same thing really
if i could take the lenses off i'd jsut put them in one of those "gem tumblers" lol
put it in there w/ the compound and let it tumble for a few days...smooth as a jewel

also, using just any polish will only give a temporary clean look. after a few days the headlights will be yellow again. doesn't matter what polish you used. unless you seal the headlights with a clearcoat or some sort of vynl they'll just go yellow after time.

When I had an S14, I used Meguiar's Scratch-X, then polished and waxed the holy SHIT outta them, and that worked, but I had to do it about every 1-2 months... Thank God for S13 popups
