Is the power programer on ebay useful?

i wanna know that if the programer for 240 on ebay is useful? any idea? or it just want to cheat people's money?

Stay away from that, It is crap. They used to just sell the cheap ass resistors. but once people caught on from all the negatives, the switched it to the advanced model, A dimmer switch. which just lets you choose the resistance. Still Pure BS!
