Who are they made by, how do they mount, and are they aluminum?

It's OEM from my understanding. I found and old sticker on there that its a Chastain Shadow Louver which is a rare brand. It looks like I'm missing the bottom brackets but googled searched and found a lot of hardware to complete the installation. The louver currently has the upper bracket that are installed on the rear window using double sided tape.
