1991 240sx Consult Not working

I picked up a S13 240sx coupe which i manual swapped and the consult port isn't working (didn't work when it was auto either). I'm using Android NDS1 (also tried ECUTalk with no luck) with a USB 14-pin consult adapter. This set up does work on my 1996 S14 240sx.

Unsure of the wiring harness in the S13 so i went to junk yard to harvest some connectors. The ecu connector came from a 1991 sentra and consult came from a 98 sentra. I wanted to create a minimalist "harness" with only the consult port. I have it wired as follows:

Consult to ECU
ground to 48
clk to 14
rx to 7
tx to 15
CHK to 23
12v to 47

The consult fails to connect with the full harness in the car with either auto or MT ecu.
The diy harness fails to connect with the auto ecu (haven't tried with MT).

Any ideas why it's not working? Shouldn't my consult adapter work with both 240sx?
