I'm just worried that if i get the Apex world sport coilovers that i wouldn't be able to mount certain rims and brake kits.

It can be a problem, but if you order nice wheels or order from a smart company they can find out if the wheels will clear the coilovers. Or they can order them in a offset that will clear the coilovers and brakes.

So to push the wheels out a little more you want a higher + offset right?

yeah, but most wheels have negative offsets so a -32 offset would be out more than -45 offset

Nope, the opposite of that. A +30mm offset will stick out further than a +40mm offset(on the same wheel width).

And as far as the coilovers are concerned, the company selling them will usually have a disclaimer warning about running certain offsets. I think it is Tein that warns you can't use your stock wheels with their coilovers.
