View Full Version : New Inspections in New York

Well all you people living in New York North of the city (there are some of you, aren't there?) the new inspections have come to "upstate" New York. Basically the cost of inspection has been upped to $21, and the mechanic has to use a touch screen computer to enter the inspection data regarding your vehicle. In order to get into the networked system the mechanic must first scan his id card with a barcode reader that is attached to the computer. Next he scans your registration with the very same barcode scanner. They go over the usual crap for the inspection (lights, brake wear, catalytic converter inspection--to see if it is there). And then is when things get interesting. It seems that NY has started emissions. Yes emissions, but not like out in Cali. Instead here in NY it only applies to OBDII vehicles (96-present) that have their check engine light on. If you show up and your light is on you automatically fail the emissions part of the test, and it is the mechanics obligation to plug in the engine code sensor into your plug to find the error code. If you want to pass the inspection you have to pay the mechanic to fix your problem. If the light still doesn't go off after they 'fix' your problem, they will rediagnose your car using the error code reader. If after fixing multiple false codes or whatever, you will get a waiver, but not until you rack up ~$400 worth of parts/labor. And oh ya by the way, if your car is older than a 96 and your check engine light is on your exempt becuase of the different diagnosis plugs (if any) found on previous model years. So basically S13 guys you got nothing to worry about, s14 guys you better make sure your check engine light isn't on. :fart:

$21? hahahaha Our inspection ranges from 39.95-89.95$(depending on the type of station), that is just the cost of the inspection. If you pass the CA inspection you are required to purcahse a state certificate for $8.25.

so kiddies if you want to pass take the bulb or the CEL lamp out of your cluster do they use a sniffer or anything?

Well smart techs do a bulb check. Turn they Key on..all the important lights should come on (battery, CEL(MIL), oil pressure, abs, and tec). If it doesn't.. it just failed the test.

you could jumper it off another light that comes on at turn on

Yeah, but with OBDII, you still fail. :keke:

Except for that whole "if you don't have a CEL they don't plug in an OBD-2 Scanner" part.

Shouldn't this be in OT?
As other members have pointed out, it seems that they left a fair amount of 'wiggle room' in this new legislation. As Ritz noted, compared to California emissions, NY seems downright generous!
As a side note, troubleshooting error codes on a car isn't rocket science. Why wouldn't you just fix the problem? Your car usually gets better gas mileage, has more power and is, generally, better for the environment.
If you want to ignore the most basic problems of car maintenance (ie OBD errors), maybe it's time to just trade it in on a '05 Hyundai...

I know the emissions in NY is nothing compared to to Cali (no sniffer involved), and there are ways around it, but I feel alot better about slapping a turbo on my KA now because it doesn't really matter if the car is C.A.R.B legal here in upstate NY even after the change in the inspection process. :2f2f:

I just moved to Iowa this summer, and there isn't an inspection of any kind. I just walked into the DMV, showed them my title, and they gave me plates. I could be missing the windshield, seatbelts, and all the lights and still get it registered. Only downside is that I have to live in Iowa.
