before i get into this i want to say ive cleaned the throttle body before i threw it in, and the throttle cable has some slack to it. other than that whenever i rev the engine a little it seems to go down very slowly (i have a lightweight flywheel so it should go quicker) and sometimes it actually wont go down to idle, it goes to about 1300 rpm, BUT if i put my foot and lift up on the gas pedal it seems to work great, is there something i can do to adjust this rev hang or should i just deal with it?

Sounds like it could be your throttle cable itself, because you said if you pull the pedal back it fixes it. See if there is drag on the cable. Clean it. Or the throttle spring is tired and lazy

interesting, im going to try to spray some atf down the cable and see if it helps, when i go to the front of the car and twist the throttle open by my hand its fine.

May have a broken or weak spring, or something keeping it from its full range of motion in the pedal assembly as well.
