So im starting to put turbo back on and i noticed a small hole. I was told this was normal and was a breather hole? Can anybody confirm this? I am running a gt3071. https://uploads.tapatalk-cdn.com/20170920/9c03b5823fa9758b1af2d51789964ede.jpg

Blow compressed air through one of the coolant connections holes while plugging the other one and see if air comes out of this "breather" hole.
I bet the cartridge coolant passages are so rusted that it actually rusted all way through.
Why aren't you connecting your coolant lines?

I think it should be fine. Just don't hook up the coolant lines. If you have heat issues get an oil cooler.

The hole appears to the coolant passageway of the CHRA. It would leak.
