Are the centers of these wheels the same on all four?

Could they be rebarreled to say 17x12 with the same offset all around?

Yes, the faces are all the same disk size if that's what you mean.
Wheels can be rebarreled to the following specs all around (18" Step Lip as well)

17x12 +11 (4.5" Outer Lip)
17x12 -2 (5.0" Outer Lip)
17x12 -14 (5.5" Outer Lip)
17x12 -27 (6.0" Outer Lip)
