OK I must have messed up my wiring harness along the way, this is an s13 blacktop into a 97 240.

When i connect the battery and turn the key the ECU turns on, and i hear the fuel pump kick on, thats good. However if i take the key out completely, ECU stays on and if i turn the key to acc, fuel pump doesnt kick on.

Heres the scary part, if i turn the key to the middle position and leave it for a second, the ECU turns off and the ECU relay makes this crazy clicking noise like its opening and closing fast. If i switch it back into ACC the relay stops clicking and the ECU turns on and so does the fuel pump...im so confused. Any ideas?

No ideas, because we don't know how you wired the harness. Obviously you made a mistake somewhere, but don't expect someone to know how/where. Retrace all your steps with the harness connections and verify them.

well i understand that, i guess my main question is why a relay would click like that, seems like its trying to turn off but it just keeps clicking until i turn the power back on or kill the power

check this out i had a same problem like that but on on of my cars i left the battery on the night befor so when i was going to start it the starter relay made the same sound and did you hook up a battery to jump it
1. check number 4 wire on the harness its to hte ECCS relay red black
2.38 adn 39 38 is ECCS power black white 39 is ECCS black

well, ur problem sounds like your battery was dead and ur starter was clicking, this is my relay opening and closing, my battery has full power
