I'd check the wastegate actuator/flapper...

My s15 t28 does the same and worse and won't boost

Alright fellas, Fixed...

The Wastegate Flapper was to loose as shown in the video. Removed cotter pin, tightened the rod and reinstall the clotter pin...boom...Fixed....
