Can anyone tell me what this is or has any info on it?

This picture was taken by my brother in-law and we have no idea/clue what fuck it is or its purpose.

Only info we have: no curb access, next to sidewalk (bottom of pic), under/next to the freeway underpass and its location is in Vegas.
