Who to contact for name change

Who do I need to contact to get a name change. I paid for it on PayPal and contact administrators and super administrators and one person told me one person I needed to contact and I contacted them and haven't heard anything for a little while. Thanks.

Yes I have. I had to file a claim on paypal to get my money back and I was emailed right away haha. Thanks.
