Does this need the halter ecu or can it work with any ecu?

this will work with any ecu in any car. just designate the sensor values and the sensor type and your good to go. its currently setup to display rpm, mph, water temp. all off factory 2jzgte sensors.

Can you show how it gets a signal from the OEM sensors?

you just run the wires to the universal sensor module. you can pick your choice of whatever 4 sensors per universal sensor module. inside the unversal sensor module has connections labeled power, ground, signal so you can even power up and ground the sensors through it.
