S13 not starting

Ok, heres the whole scoop,

My fuel guage doesnt work ,so i read to go and mess with the float while the car is on ACC mode, so i did that and the pump worked fine blah blah, put it all back together just the way it was hoses all correct order and everything. so i went inside the car to start it to check the guage and my seatbelts were going super slow, so i was like okay battery is dying somehow, so i tried jumping it and it would not start so i had went to Oreilly where i bought the battery they told me the battery was completely dead.
so they had given me a brand new battery in replacement, so i figured it will start for sure now and its still not starting,
it has spark
it has fuel
it turns over
just doesnt fire, so im lost, anyone have any ideas?

Is it a 5spd? Can you pop the clutch?

If you don't have dash lights or anything and you hear it clicking from the starter, check the almighty 75a box fuse that likes to blow up when you sneeze on it (not literal), it just likes to blow when you spark cables or you hook the starter up backwards, if not that check your ign fuses. Hope this gets you in the right direction. Also more info would help like engine and what you did before this happened, because you could be out of time, dizzy could be off, fuses could have popped like stated earlier.

Are you certain there is fuel in the system? Do you hear the fuel pump prime up when you turn the key to "ON" position? Is the fuel pump harness connection good? Almost certain that it's your fuel pump.

sorry for gravedigging this, what ended up happening was i took off the fuel line to the rail and turned the car to on, and it started coming out again, so its all working now, but something is still draining my battery
