Get a day pass for it so that someone can test drive it. Then it becomes legal for the day.

I mean even a test drive up the street would be adequate enough to see that it at least goes through the gears

If a potential buyer really wants to test drive I can get temp insurance on it. Without insurance I don't want to take it on the street.
