How can I tell if the lifter collapsed is that something you can see or do I just have to replace them all

Take them out and see if you can easily push it down. Bleeding them is probably a good idea

Did you make sure the new shims were the same size as the old shims that you replaced? The rocker shims come in different thicknesses, and should not be mixed up or changed around to different thicknesses typically.

Yea deff made sure I measured the shims and match them up in the thickness with my gauge to read them hopefully it my lifters cause on both motors I have not done lifters or valves but everything else I check didn't know lifters could be so loud and annoying

I recommend bleeding the lifters. It's very easy to do. There should be multiple how-to threads on the internet.

If you replace a broke rocker it's always a good idea to bleed that lifter, but I would bleed them all.
Take a look at the cam, if you destroyed the lobe, you usually get that tap, even after a reshim and bleeding.
