what do you have it set at? if its at 15 and goes down to 9 then your bleeding off boost, if you have it set at 9 and it goes to 15 than its spiking
blow off valve is bleeding off boost or you have a piece of shit boost controller
or its possible that the controller isnt set right
or its possible that his wastegate is messed up
or its possible that he's leaking boost from somewhere else in the system
lots of other possible problems other than a leaky blow off valve or a piece of shit boost controller

Yes chief there are,, i was pointing out the obvious things first. As for leaking boost somewhere else in the system the car would most likley buck at high rpm.

Why doesnt someone maybe ask what kind of turbo this is before trying to think of answers. If its a T25.............then THERES your answer. it ISNT going to hold 15psi nomatter what you do.

What kind of wastegate is it? There was another thread talking about how a bigger wastegate might let out too much exhaust flow once it opens. Meaning once you would reach your 15psi it opens so much that it lets out the exhaust flow that brought it to the 15psi in the first place.
