Are they both the same price?
And do you have compression numbers on the second motor?

Yes both of the S14 motorsets were 2550 delivered if I paid cash.
I updated the post with all relevant compression tests at the bottom sorry for the confusion

I've never had him do any engine work for me. He says hes done countless rebuilds for an sr.
Its Mike from One motion garage. I have heard mixed reviews on his engine work, in person. A dude with an eclipse gsx said his motor blew shortly after Mike rebuilt it. This was in 2012.
One of Mikes employees got an Sr rebuilt and drives it everyday. Mike said I would get the same build for 3000.
What he is offering is 3000 for a rebuilt S14 sr engine only, no trans. I dont know the exact parts included but I can ask him to make me a list. He has one disassembled in his shop. There is also no warranty on it even after he builds it for me.
I know there are people selling Sr trannies right now for 175 on here.
I will get this list from him asap
I should also mention that I bought a subaru impreza rs coupe last year and he wanted to buy it off of me when I felt a little bit of buyers remorse ( for no reason). I declined when he asked. Later when he did my clutch he said there was some burning coolant smell. I smelled it then and only then and he asked if I wanted to sell it or he can do the headgasket.
I drove it home and its been normal since.
So my trust in him is kinda iffy. He did take the time to explain everything to me yesterday as far as engine buying from anyone.

Personally, I'd pick up the Kouki motor set, or the S15.
Mainly for the fact:
Kouki motor set has some good parts, and it might have been driven hard, but if you inspected it and it looked fine, I wouldn't worry.
S15 motor, cause better turbo. Assuming it has the factory 6 speed transmission, you'll need to figure out VSS wiring and what direction you plan to go with that.

Thanks for the input I really appreciate it
I remember now that the kouki had what seemed like a different turbo and a HPI turbo manifold. Exactly like this

It still had the purple injectors and the only ECU they had was the Na 23710 80FOO ECU which didnt seem modified in any way.
-It still had the powersteering reservoir on it nicely attached
-the ABS module was still hooked up
-all belts were there, tranny was still hooked up nicely
-and I could see that they pressure washed the top down (obviously to make it look nice) but I could see the grime from where the guy stopped and it doesnt look like anything happened
-oil looked clean and it still had a decent amount in the block
It could either be a crashed car or maybe some Japanese kid heard a knock and sold the whole thing. It is a professionally (better than professional) pulled engine.
