Ok, I have a 92 ka24de that I am in the process of rebuilding.... The block is in decent shape, and I have all my parts purchased already. The last thing to do is machine work.

Should I try and get a 95+ motor to rebuild?

I have heard yes, and no. I dont want to spend thousands on machine work, and regret it later. Maybe just upgrade the intake manifold? I want to save as much as possible, so using this engine would be AOK with me, however if I really wanted to save I would own a Geo Metro. I need to find the balance between preformance, and price. I dont think this is that big a deal, but please give me the heads up if you can I wanna do it right.

i say work with what you have as long as it's in good shape.
i'm currently rebuilding a '91 motor.

No difference in performance...

Same bottom end, basically the same head (different casting, but otherwise identical...only difference is the valve cover), same static compression ratio...

The '91 had better cams to begin with...

Intake manifold is the same, except the '91 has the secondary butterflies, which you can remove...

Stick with what you've got...there's no advantage to an S14 KA except mileage, and a rebuild levels that playing field.
