Goto a tuner and "pay out the ass." Should take them 2hrs to get it down.

installing it is easy. no dyno required. But if you want to tune it. Well thats when dyno is needed.
Trust me, dyno-tuning will be the best bang-per-buck you can do. Spend like 2-3hrs on dyno it will be well worth the $$. Depending who you know, dyno testing can be had fairly cheaply or really expensive. (Dont hate me but I get my dyno time for free) Average prices range from 80-130bux for first Hr. and about 50-100 for each one after. But thats just a gauge of what ive seen.

if you know how to install a head unit you should be able to install the safc. just a matter of splicing a few wires on the ecu harness.
as for setup and tuning.....that will be a bit harder.
setup you should be able to do, but you will either need a wideband o2 or some dyno time to tune the right way.
where are you guys gettin your safc's from? i found the safc2 on ebay for 260, but everywhere else its pretty expensive. gettin my wideband tomorrow so i gotta pick one of these up now.thanks

The Dyno should have wideband or it's useless. Wideband in the car is to ajust for DD smothness.
If you goto a Dynojet place they will only be able to do WOT tuning. Mustang or Dynopack can do load testing so you can tune arcoss the throttle.

yeah i meant either get a wideband or go to a dyno and use theirs. widebands seem to have dropped a good amount in price though, and 400 bucks for as many hours of tuning as you want starts to sound pretty good compared to 100/hour.
if you dont mind me asking, which ebay place did you get it from?

anyone have the diagram they can let me look at for the afc on an s-13? i bought an afc used but dont know which wires to splice into.
It's not tough to go to the Apexi Website (http://www.apexi-usa.com)
and click on documentation (http://www.apexi-usa.com/documentation.asp)
If it's a reg. safc you'll need to look in 3 seperate PDF's.
S-AFC Wiring Manual (http://www.apexi-usa.com/productdocumentation/electronics_safc_wire.pdf)
Now that manual only has JDM wiring diagrams so it's good to look in the manual called:
S-AFC U.S. Update (http://www.apexi-usa.com/productdocumentation/electronics_safc_us_update.pdf)
Learn how to use it by reading:
S-AFC Manual (http://www.apexi-usa.com/productdocumentation/electronics_safc_ins.pdf)
A quick google search of "SAFC 240sx Install" (http://www.google.com/search?hl=en&lr=&ie=UTF-8&q=SAFC+240sx+Install&btnG=Search) found this great site which makes looking a the above useless
http://web.ics.purdue.edu/~tmerrick/240SX/apex_safc.htm
Now if you have the SAFC II (The one with the knob instead of the 6 buttons)
S-AFC II Wiring (http://www.apexi-usa.com/productdocumentation/AFC2Wiring.pdf)
S-AFC II Manual (http://www.apexi-usa.com/productdocumentation/S-AFC2Final.pdf)
Hope this helps.
