weird idle

so iv got a problem with my idle not really a huge deal but would be nice if i could get it resolved. So iv got my idle set to 1300 rpm and sometimes when im driving around and im coming to a stop the rpms will stay at 2100 rpm's and stay there when im stopped and even when i push the clutch in. i hope my info helps trying to solve this. thanks for looking guys!

Why is your idle set so high in the first place? Also do you have ac in your car? Could be the compressor clutch kicking on raising the rpms..but that's normal.

I set my idle as low as I couod with the IACV screw and the lowest it would go was like 1000rpm but it would keep wanna bogging down, but I'm thinking that could just be my BOV
