SR20 won't start?!?help!?

Really need some input on this one. so I received this s13 w/ an rb25, I pulled it to put in a rebuilt s13 SR. Everything went smoothly on the install. As I'm trying to start it, all it does is crank. Will not start. I relocated the body harness behind the dash, extended fuel pump and tail lights harnesses as needed. I've checked, checks out fine.

-spark
-compression
-reset cas w/frsports guide
I'm out of ideas. I've done this swap a couple times before, but I'm stumped. Any ideas of anything I'd be missing?

If it has spark and fuel it has to at least make some puffs and pops or something. Are you SURE it has fuel?
