Alright i have a 1990 240sx hatchback
And i wanna no if the botton on the left side of the steering wheel that has the picture of a headlight is suppose to make the flip ups stay up when you push it and retract when you push it again or do they just pop up and down.

I haven't seen an OEM steering wheel that has a headlight button but if you're talking about the bezel surround, the top left most button is the headlight button.
Assuming you/the previous owner haven't messed with the wiring:
When the headlight switch on the stalk is off or on the parking light setting, the headlight button brings the headlights up and down without turning on the headlights.
When the headlights are turned on, the headlight button will not work bring the lights down, the headlights will be on, and the parking lights as well.

If your headlights are off, you can use this switch to pop them up or down (they will still be off).
If your headlights are on, you can use this switch to make them stay popped up when you turn your lights off.
