yes it's a set of 4,
as for conditions, they are used rims from 10 yrs ago, typical nicks here and there, no major curb rash/dents/cracks/dings... nothing you can't buff and shine, comes with center caps

as far as tires go, they do come with tires, pretty crappy ones at that, if you wanna help me get the tires out, i'll retain them and toss them out in the middle of the night and leave pep boys a surprise in the morning...
