So according to my searches of I get a -3an line I don't need a restrictor, If I get a -4an line I need a 0.40 restrictor, so Wich lines in the market offer -3 or -4 an lines?

Ok to answer your main question on if that's a built in Restrictor then no.as for the -3 or -4 lines changing anything I'm not 100% sure but I do know they require .03" restrictors.

It was checked by a shop and I personally called them to make sure about the turbo
, they told me turbo is in excellent condition

That compressor wheel is a little ouched, but it'll do. Not sure exactly of the discolored turbine section. If it doesn't have much/any shaft play, I would say run it.
As for a restrictor, not sure if that is a built in one, but if you do have to run one, I recommend DIF's 0.040" restrictor.

I was going with the dif lines and restrictor, turbo has a barley noticeable shaft play, Wich basically every ball bearing turbo has, I blow into the charger pipe of the cold side and the blades spin, even with the softest blow of air with my mouth so I'm guessing turbo is good

My turbo shop said, built in restrictor in my 3071R, however that's for 4 Bar oil pressure, a jap engine makes far far more than that!
