s13 Headlight problem

S13 with popup headlights always stay up when I press the button inside the car and pressed it again but still stay up. With battery connected and the button pressed in I manually turned the motor clockwise until a certain point and they will go down by themselves and they come right back up. Now I tried to disconnect the battery and have the button outwards. I turned the motor clockwise again so they go down, reconnected battery, push the button for them to go up and they do but they wont go back down when I push it again. If I press the button really fast they will stop going up.. Anyone want to put in their opinions?

Pull the button out and see if there is a brown wire that is cut. I'm pretty sure if it is then the only way to get your headlights back down is to turn on then off your headlights.
