S13 kouki tail lights power

I am planning on buying a set locally but do not currently have a car to hook them to . I was wondering how I would be able to power them on without connecting them to a car.

Hook the bulbs up to some sort of 12v <15amp fused wall plug power converter or something. Why spend the money?

Its just wires to a bulb
