Installing rocker arm stopper???

I've looked in the FSM and I can't find anything about installing the rocker arm stopper. Can someone please give me some information on how to install this, I just don't wanna start ripping the top end of my s13 sr without having a little bit of info. How hard is it to time the engine, i think mine is off a bit because the car tries to keep running when I turn the ignition off. Thanks

take off some bolts, put it in, put the bolts back on, and tighten them. VIOLA! done!!!!
